Iptables limit concurrent outgoing connections

Is it possible to limit the concurrent connections using iptables? I want to prevent portscanning.
I'm using proxmox on Debian 12.

if you found abuse, suspend them

and for your upstream provider tell them why this happend and what did you do.

They'll understand If they are "NORMAL".

It was a portscan, which isn't normal.

Also, I can't monitor it 24/7 as I have school and I need sleep too xD
